    On April 26, 1961, the Volta River Authority (VRA) was established under the Volta River Development Act, Act 46 of the Republic of Ghana, with the authority to generate, transmit, and distribute electricity.

    The adoption of a significant revision to the Act in 2005 as part of the Ghana Government Power Sector Reforms, however, resulted in the VRA’s purpose now being largely restricted to the generation of electricity. The Ghanaian energy market has been changed to make it easier to attract Independent Power Producers (IPPs).
